The following shops and branches are able to reopen their businesses from 1 June 2020 or 15 June 2020 after temporary closure due to COVID-19.

Businesses will only be able to open from these dates if they are COVID-19-secure, this will involve meeting the 5 steps of safer working under COVID-19 including completion of a risk assessment, in consultation with trade union representatives or workers, and that they are confident they are managing the risks. They must have taken the necessary steps to become COVID-19 secure in line with the current Health and Safety legislation and display a poster to confirm this.

East Riding Pension Fund (ERPF)

Coronavirus Update

East Riding Pension Fund (ERPF) services are currently operating as normal. Payment of pensions and benefits will not be affected.

The situation surrounding coronavirus is fast-moving, but ERPF would like to reassure our scheme members that we are doing everything we can to ensure our service is not disrupted during this time. ERPF is monitoring the latest advice from the UK Government to manage any consequences for scheme employers, scheme members and our own staff.

ERPF’s priority will be to protect the Fund against the impact of interruptions and we have already put robust measures in place to ensure that we can continue to pay pensions and administer the scheme whilst dealing with any significant event (such as the possible impacts of coronavirus). These measures are tested regularly as part of our Business Continuity Plan and will continue to be reviewed over the coming days and weeks. As the situation develops ERPF may need to limit non-essential services and we will continue to keep scheme members updated of any decisions or actions taken. At present, ERPF services are operating as normal.

As a result of coronavirus and the recent global downturn in the economy, the Scheme Advisory Board (SAB) have issued a statement and have asked ERPF to reassure scheme members that their pension benefits will not be affected. The Local Government Pension Scheme (LGPS) is a defined benefit scheme set out in law and therefore benefits payable will not be directly affected by stock market changes or performance of investments. Members' pension accounts are revalued each year to allow for inflation and to keep up with the cost of living which are shown yearly on the annual benefits statement or payslip.

The Local Discretionary Grant scheme is a new funding scheme aimed at small businesses, micro-businesses and charities who have not previously qualified for government funding during the COVID-19 pandemic.

Applications for phase 1 can be submitted now until Sunday 21 June 2020.

Food, food businesses, pubs, cafés and restaurants

Pubs, cafés and restaurants have been told to close their premises due to recent Government guidance, however, some are allowed to sell takeaway food and drink if they have the correct licence, for the time being.

If anyone has information about a pub, café or restaurant that is opening to allow food and drink to be consumed within the premises, then please report these to the council using this email address: public.protection@eastriding.gov.uk.

When ordering takeaway food, we would advise residents to order food by telephone or online for delivery or collection at a specific time, and not to congregate at the premises.

Changing food businesses to offer takeaway and deliveries

East Riding of Yorkshire Council understand that as a result of COVID-19 businesses may look to change their model and diversify in order to maintain custom and help the community during this time.

The following advice is for those businesses that are looking to make provision for takeaways and deliveries where they have not done so before. A business will only be in a position do this if they are already registered as a food business with a Local Authority.

Key workers involved in construction work

In recent days there has been a lot of focus on the construction sector, with respect to their operations, and whether or not the projects they are working on are essential and need to continue during the ongoing COVID-19 pandemic.

The council is keeping the matter under review and will continue to follow the Government’s advice. At this time, the Government has advised that construction projects should continue, provided staff are working in line with public health guidance.

Additional safe systems of work guidance has been released from the Construction Leadership Council and contractors are adopting this advice on-site and with their supply chain.

It is vitally important to the council and its contractors that appropriate measures are taken to minimise the spread of coronavirus.

Councillor Chris Matthews, cabinet portfolio holder for asset management, said: “We are all living in unprecedented times but, despite this, our key workers are building much-needed infrastructure to protect our communities from flooding or to maintain safe use of our highways and there are many other examples of work in your community, which the council is carrying out, to keep the places we all enjoy in the best condition.

“We are acutely aware that the construction sector operates on small margins. So, by taking a pragmatic approach to keeping sites operational in line with sound Government direction, we are helping to sustain local employment where it is practical to do so and minimise the risk of infection.

“The council is insisting on social distancing and other safety measures at all of its construction sites are applied, in line with accepted safe systems of work. If there are any breaches, we will raise these with the contractor.”

All council staff and contractors involved in operational work to improve the state of local communities are categorised as key workers and the work they are undertaking is essential.

Please respect staff as they carry out their duties during this difficult time and please keep the recommended two metres distance away.

North Eastern Inshore Fisheries and Conservation Authority (NEIFCA)

North Eastern Inshore Fisheries and Conservation Authority (NEIFCA) COVID-19 update for the Inshore Fishing Community

The COVID-19 situation is ever-changing here in the UK and it is very important that everyone is aware of the latest advice from the UK Government and the health information from the NHS.

We recognise the unprecedented impact that the pandemic is having on fishing business and coastal communities. NEIFCA is working hard to maintain essential services and support local fishing communities whilst protecting our own workforce during this very difficult and uncertain time.

IFCOs, where it is safe and appropriate to do so, will continue to patrol the coast and engage with fishermen and stakeholders. Officers will be following the latest government advice in relation to minimising the spread of the Coronavirus, which may mean officers need to carry out their work in alternative ways.

We are working, where it is safe to do so, to ensure that permits and sampling regimes are maintained as far as is practically possible. Our aim is to continue to support coastal communities and the industry and help to keep fishing and trading to be ready to recover when the time comes.

We are working very closely with Defra and our partner agencies including the Marine Management Organisation, Seafish and Cefas. Through this coordinated network we are liaising directly with industry, and their representatives and our Local Authorities, to support their essential services.

Fishermen’s Mission

The Fishermen’s Mission provides financial, practical and pastoral support to retired or active fishermen and their families. They assess support required and fill in a grant form which is sent to various charities for funding. Support can be requested for a variety of factors such as hospital transport costs or a new cooker or emotional support.

SAIL is part of Citizen Advice Bureau (CAB) but it offers specialised for seafarers. They also offer practical support to assist with filling in forms and negotiating with other agencies.

Unsafe housing conditions

The private sector housing team remains open to respond to complaints from tenants of serious hazards such as dangerous electrics, defective fire doors and alarms, broken down heating within rental properties.

Please ensure you have made every effort to contact your landlord or managing agent to resolve issues and be able to demonstrate their refusal to rectify matters prior to contacting this department.

Private sector landlords

Advice on the enforcement of housing standards in rental properties and licensing of houses in multiple occupation for residential landlords

The government's response to the Coronavirus pandemic has imposed restrictions that are relevant for landlords in the private rented sector. Landlords, managing agents and contractors should minimise access to their properties. If access is permitted this should be only to meet legal standards to ensure tenant safety and welfare whilst observing social distancing measures.

Council officers will still be responding to complaints concerning disrepair and poor management and licensing standards in the private rented sector. However officers will adapt working practices to minimise visits and contact and may rely on photographs from example tenants in cases. Landlords will be contacted on the basis of these reports and officers will be understanding in terms of the timescales allowing for resolution. It is hoped that by far the majority of cases can be dealt with informally based on common sense agreements.

Consideration of suspension or variation of any Improvement Notices currently served will be given to allow additional time for landlords to comply but this may not be appropriate in all cases. Officers will consider the seriousness of the hazard, the vulnerability of the occupier and confidence that the landlord can demonstrate that appropriate attempts to remedy any hazards being undertaken within an agreed or confirmed additional time frame.

If you are aware of a repair which needs doing but the tenant is unable to permit access due to self-isolation, ask them to document this in a text or an email. Work should not be carried out in properties where the tenant is self isolating or shielding (tenants who are more vulnerable to the infection due to their medical condition) unless there is a serious and direct threat to tenant safety. Urgent matters which we would not consider appropriate to delay would include, water supply problems, sanitation, security, fire safety, electrical safety, gas safety, heating and hot water faults.

In terms of licensing of Housing in Multiple Occupation - new and renewal applications will be considered on a case by case basis with time extensions granted as necessary to take account of difficulties in providing relevant documentation. The Health and Safety Executives approach to Landlord’s Gas safety checks can be found on the Health and Safety Executive website but please find a summary below.

We appreciate that social housing landlords may be experiencing challenges in getting gas safety checks completed at this time, for example due to tenants isolating or a shortage of available engineers. However, landlords are still required to take reasonable steps to carry out annual gas safety checks etc. Suspension of all gas safety checks is not permissible as it will unnecessarily put tenants at increased risk, particularly as people are spending all/most of their time at home.

Each property should be considered on a case by case basis, completing safety checks where tenants permit access and gas engineers are available. If you are unable to secure the services of your usual engineers, you must make reasonable attempts to obtain alternative services.

Where you cannot and resource has to be prioritised you can do so, taking into account factors such as (this list is not exhaustive):

the age and type of appliances

previous maintenance/work carried out

breakdown history

the presence of CO alarms

whether the tenant is considered vulnerable for reasons other than risk from coronavirus (COVID-19).

Licensed premises/tables and chairs:

Q3. Will I need permission from the council to place tables and chairs outside my premises?
A3. Yes: If you want to place tables and chairs on highway land (carriageway, footway, pedestrian areas and any verge etc) for the consumption of food/drink or alcohol, then you will require a Pavement Consent.

Any enquiries about applying for a pavement consent need to be emailed to Licensing@eastriding.gov.uk as soon as possible to ensure it can be considered as a matter of urgency.

A3. No: If the land is private land, owned by you, then no permission is needed from the council to place tables and chairs.**

Q4. Will I be able to get a temporary permission to help with COVID-19 Restrictions?
A4. Yes: A three-month consent will be considered, subject to the area’s suitability to be licensed. This consent will be to assist with the COVID-19 Restrictions 2020 and will not set a precedent to be able to get longer term permission to use highway land after this time.

All use of the council highway will need to comply fully with COVID-19 regulations, around social distancing etc.

Q5. Will I definitely be allowed to place my tables and chairs out on the highway?
A5. Due to the diversity of the East Riding area, and town and village centres, every request for a Pavement Consent will need to be assessed on a case-by-case basis.

There will need to be full consideration to such matters as these (this list is illustrative and not exhaustive):

  • Is the highway suitable for tables and chairs (surface material), will they be safe to use?
  • Will placing of tables and chairs on the highway cause difficulties for queuing to use shops? Will it prevent people being able to maintain social distancing when the roads and paths are narrowed/obstructed?
  • Will tables and chairs in a set location cause safety implications for the public including the visually impaired?
  • If two premises are adjoining one another and they both want to place tables and chairs out, how can they work with social distancing?
  • Does the premises have any restrictions on their Licensing Act 2003 premises licence that may prevent use of an outside area?
  • Does the premises have another external area they can use instead of highway, etc?

We cannot say that all premises’ locations will be suitable for placing furniture on the street. Consultation with the council’s planning and highways teams will also be part of this process.

Q6. If we only sell alcoholic drinks and no food, will we be considered for a Pavement Consent?
A6. Prior to COVID-19, the council would not permit any alcohol-only establishments to be able to use the highway, however some flexibility will be shown in order to assist getting business back trading under temporary Pavement Consents if the COVID-19 regulations allow this use of the highway.

We await further Government advice on this matter which may clarify matters further.

You may also have to apply for a variation to your premises licence under the Licensing Act 2003.

Q7. How much will it cost to get permission for the using the highway to place tables and chairs on it?
A7. The application fee for the short term (three-month) consent will be set dependent on how many tables and chairs your premises would be consented to have.

Q8. Will I need any insurance to place tables and chairs on the highway?
A8. Yes: You will require public liability insurance (minimum of £5million cover) that includes the outdoor area.

Q9. What about toilet provision?
A9. If food or drink is provided for consumption on the highway or on your private land then suitable toilet arrangements for customers should be in place, ensuring you are meeting the requirements of COVID-19 Secure: 5 steps to safer working.

General highway use:

Q10. Can I put my goods/stall/sign/machine/ride/game on the highway?
A10. No. The highway (carriageway, footway, pedestrian areas and any verge etc) is for the use of the public to travel and gain access to premises. Safety remains the prime concern and this now includes the public being able to socially distance on the highway with enough space as well as safe access to premises for blind and partially sighted patrons and those with other disabilities. Arcade games and rides will reduce space and also attract contact by young children unaware of the risks involved.

Q11. Can my customers queue on the highway?
A11. Generally yes. You must take account of the potential size and queue direction in your own COVID-19 risk assessment (see A1 links above). Your customers should remain only on your frontage, not your neighbours’ (without their consent). Queuing should be in line with buildings rather than across the footpath/walkway which is required for socially distancing passers-by. You may wish to apply your own monitoring and temporary stickers or tape markings to the footway surface to aid social distancing, suitable material is widely available for this purpose.

Q12. Will the council provide barriers for me?
A12. No. It remains the responsibility of individual business premises to undertake their own assessment in preparation for opening and trading and provide any equipment to support this. The use of barriers on the highway is not permitted without consent which will be based upon available width for other highway users to socially distance. Contact highways.customer.care@eastriding.gov.uk for further information on placing barriers.

Q13. Will the council temporarily close the street or parking space to traffic or make the footpath one-way?
A13. Generally no. Such proposals will be kept under review, however, but will only be considered in particularly busy areas where sensible social distancing cannot be achieved. Our towns will continue to rely on roads and parking areas being used for deliveries, travel, shopping, commuting and available to all. Making footways one-way will also be reviewed and balanced with the potential for conflict of destinations and social distancing.

Q14. Can I use my own car park to trade and force customers to park on the highway?
A14. While you are generally able to use your own private land to trade, any detrimental effects on the highway for others in terms of access, safety or obstruction due to parked cars will be addressed by the council.

Q15 Can the council enforce social distancing?
A15. Outside, no. The council will provide signs across our public realm town centres/shopping areas and car parks to remind people of the need to socially distance to keep safe and is providing advice to help support businesses to re-open. Any enforcement action within public areas can only be undertaken by the police at present. Issues relating to social distancing within premises are the responsibility of the business owner, however enforcement options could be used by the council or the Health and Safety Executive if public safety is considered to be at risk by businesses not following the COVID-19 Secure requirements.

Support for care homes

I refer to your letter dated 14 May 2020 regarding the above and set out below our assurance letter.

I am pleased to report on our strong position around how we are supporting our care home sector. I am confident that what we have put in place will enable us to address the challenges of COVID-19 now and into the longer-term future. This confidence is determined through strong leadership within Adult Social Care, Public Health and the place partnership within the East Riding.

There are 140 registered care homes in the East Riding with 4399 registered beds (nb: Number Four, in Hornsea registered with 4 beds is included in these figures, but is a dormant service with no residents). Currently, there are 1809 placements funded by the Local Authority of Health and an estimated 2148 private/other local authority clients; the vacancy level is currently at around 10% of the registered beds. Our care home market is a mixed economy of providers ranging from those that are part of national organisations, to the small independent provider particularly in our coastal towns.

East Riding of Yorkshire Council (ERYC) and East Riding of Yorkshire Clinical Commissioning Group (ERYCCG) along with other system partners are working strongly and confidently together to build an even stronger support offer in collaboration with care home providers through this coronavirus pandemic. As a whole system, we have a pivotal role in supporting care homes, building on the well-established partnerships and relationships across the care sector. Through the mechanisms we have in place we are offering advice and guidance and addressing challenges to support operational and financial resilience, to ensure the careful management of vulnerable people. We are working with providers and local partners to understand and build on the existing business continuity arrangements providers have in place and establishing assurances around the delivery of care and support, while equally supporting the financial challenges our local market is facing.

At a strategic level, our arrangements are overseen by the Director of Adult Social Services (DASS), supported by the Head of Business Management and Commissioning and the Head of Adult Services, ensuring leadership oversight of the Local Authority’s statutory responsibilities under the Care Act 2014. The statutory Director of Public Health also provides specialist support and advice. The interface with the Director of Nursing and other CCG colleagues is strong and is ensuring robust clinical arrangements to support the care homes across the East Riding are also in place. Our local arrangements and response to national requirements have been put in place to ensure safeguarding assurance arrangements across the care sector during COVID-19 outbreak.

The Director of Adult Social Services is part of a wider strategic system response group and also in regular contact with key senior colleagues within the CCG and wider Hospitals system. A Strategic Oversight Group for Out of Hospital Care is led by East Riding CCG providing weekly oversight of the health and social care system particularly linked to the East Riding bed base including community beds and care sector capacity. The group reports to the local Provider Alliance Gold Group and has a strategic approach to oversight of the collective bed base and care sector capacity, primary care support to care homes and medicines management. The group also leads the collective actions identified to respond to national and local requirements to support care homes. This includes oversight of the expectations from NHS England and NHS Improvement as well as government guidance with a clear link to the Adult Social Care Plan and the requirements determined by the Minister of State for Care; Department of Health and Social. East Riding of Yorkshire Council is also collaborating strongly with other health system partners covering the resident flows into the York and Scarborough system and North Lincolnshire and Goole system.

ERYC Adult Social Care has developed a Care Sector Response Team to oversee local resilience plans related to COVID-19 and these services are in place for the longevity of the pandemic to ensure we can continuously support the sector during these uncertain times, working together with our health services, public health and our local health protection agency. A commissioning senior manager is leading our Local Authority COVID-19 Services, coordinating support across the care home sector. The service also extends to support for home care, supported living and those individuals in receipt of a direct payment. The service has a number of call handers operating 7 days a week 8am until 8pm. Please see appendix one Care Sector Response Team (Hot Team) and the document that details the specialisms that support this function.

These arrangements enable us to continue to build an even stronger understanding of the services and support in place and address any risks and issues of concern; we are developing further our data model so that it tracks the impact and supports sustainable recovery. This also includes the development of further measures for staff and visitors that will reduce transmission risks, especially as lockdown measures start to ease. All of this information is collated into a daily situation report that is shared with the DASS and our health partners, providing intelligent data insights to determine where support is required, followed by appropriate action.

Support offer to East Riding Care Homes

As a Local Authority we are working with the ERYCCG, primary care, hospital and community colleagues to deliver an enhanced health support offer. The aforementioned Care Sector Response Team is in contact with providers on a daily basis to collect a range of intelligence, providing a timely understanding of emerging issues and underlying themes so that appropriate and specialised support can be mobilised as required in a timely and co-ordinated way.

Weekly conference calls with providers, led confidently and strongly by the Head of Business Management and Commissioning, are also used to offer support, provide information and advice and address issues related to the challenges of COVID-19. Each care home also has a named clinical lead. Infographics have been shared by both the LA and Health summarising the support available. We have also recognised the outstanding work our care homes are doing and issued letters of appreciation to all care providers and purchased banners for display at care home locations in support of our care workers and their tireless tremendous efforts.

Prevention

There is a proactive approach to reducing risks for each care home that builds on the home’s own leadership and capacity. The support in place includes:

  • Access to Infection, Prevention and Control (IPC) advice and a visit (or if appropriate a telephone call) from an IPC nurse/nurse with knowledge of IPC when this is required.
  • A daily visit by a community nurse is provided to those care homes with residents who require a daily clinical intervention to specifically meet the individual patient need.
  • Access to support and advice from a nurse with a good knowledge of IPC is also in place. Care homes continue to be supported to develop plans to manage an outbreak.
  • Concerns identified within the Capacity Tracker are responded to through an additional support offer and where the Capacity Tracker is not being used care homes are being supported by ERYC populating on their behalf.
  • A developing multidisciplinary team (MDT) approach in each locality area delivers a weekly (virtual if appropriate) round to support the care of vulnerable residents, and ensures a clear connection with the PCN arrangements
  • Support to ensure all care home residents have a personalised care and support plan, and we plan to work further with homes to ensure there is an individual plan for each home worked up within the scope of our support offer, and undertaken collaboratively with the home so that it addresses the issues the home faces, their capability to respond, and the support required. Where care homes are declining the offer of support additional assurance is being sought about specific reasons for this.
  • Visiting staff will, where possible, visit care home residents who are known to be COVID+ at the end of their working day to help to prevent the spread of infection. As agencies providing care we will collaborate to help to reduce footfall into care homes.
  • CCG staff, Primary Care Networks and pharmacists will work together to ensure a joined- up approach around medication supply, structured medication reviews, supporting reviews of new residents or those recently discharged and addressing medication queries.
Testing

The ERYC approach to testing in care settings as part of the ongoing response to the COVID- 19 pandemic is within the context of the national testing strategy, focusing on testing people for COVID-19 who live and work in care settings. The ambition across the East Riding of Yorkshire is to ensure good, timely access to tests and results as part of a systematic health protection approach. The aim of having a local approach is to complement the national offer. Locally, Public Health, Adult Social Care and the NHS, through delivering care sector resilience arrangements, will ensure that testing in care homes is prioritised to care homes or areas where the need is greatest, in line with national guidance. This will enable the local system to maintain an oversight of the prevalence of the virus in a local area and help prevent, reduce or delay transmission and outbreaks of COVID-19 in our care settings.

This local approach across the East Riding of Yorkshire aims to supplement the national processes, in order to build a resilient strategy for our local population. Going forward we will support the contact tracing programme to further manage the risks associated with the spread of infection. Some homes have fed back that there seems to be some inconsistency, barriers or delays with access to testing and receiving results. National improvements in this becoming more timely and consistent could improve the situation. Our local outbreak plans we have in place through our Public Health Team, supported by System Partners are quickly supporting Care Homes.

PPE

Using our local authority buying power we have established an enhanced PPE offer for providers in urgent need, working with the Local Resilience Forum to maximise supply. The supply of PPE is monitored daily and weekly and is an identified risk within our system risk register, despite the efforts in place to maximise supply we know this is a national and global challenge. There are concerns around the future supply of PPE particularly as more of the population return to work, lockdown restrictions are eased and our hospitals increase elective care which will result in a greater demand. We will monitor the situation and escalate via our LRF if required.

Timely access and additional Clinical Support

Primary Care & Community Health support to care homes has been bolstered to ensure timely, coordinated access to clinical advice and support. This includes:

  • A pre discharge assessment, virtually or face to face
  • Ensuring everyone discharged through the rehabilitation pathways and the discharge to assess pathways from a hospital to a care home is followed up by a face to face visit; access to 24-hour support by video link/telephone/telehealth
  • Remote monitoring to support care home residents with suspected or confirmed COVID-19
  • Access for care home staff to psychological support in addition to the pastoral support already provided; support, advice and guidance regarding staff and resident testing as required.
Technology

Technology and social media has been utilised to facilitate support, examples include:

  • Each care home has been provided with a tablet for video conferencing to support communication, consultation, and the delivery of the training offer (see below) to support good practice and continuous learning
  • A Whatsapp group for all care providers is proving popular to share queries/issues and to provide support to one another
  • A webpage is being developed on the ERYC website for care providers where we will publish resources and guidance
Workforce Support

As a System we also continue to work with our providers to support safe staffing within the care home, and ensure care is safe and of good quality. This includes:

  • Access to staff via the Council’s Choose Care recruitment campaign Continued/
  • Safeguarding and quality assurance arrangements are continuing to support the safe delivery of care during these challenging times
  • Increased educational support available, including access to specialist support including Infection Prevention Control and End of Life Care including a “train the trainer” approach, all via technology systems. ERYCCG has identified 2 super trainers and 20 nurses to deliver this programme
  • Support will be available to staff who are at high personal risk
  • A Local Authority Pastoral Care Support Team provides a ‘listening ear’ to care homes, particularly where the daily intelligence shows an outbreak. The Team considers with the Care Home Manager any well-being or mental health issues within the staff team and sends out relevant resource tools / makes referrals to relevant wellbeing / mental health support resources. We are working with ERYCCG and local NHS providers on the second wave of the national Bring Back Staff campaign, coordinating the supply of NHS staff who have chosen to return to the workforce. Returning clinical staff and trained carers will work with existing clinical teams to provide an enhanced in- reach service into care homes for those who require it. The local health economy will provide training and support to returning staff and will actively promote care homes as a rewarding and fulfilling place to work.
Financial Management Support to Care Homes

As previously described East Riding has a mixed market of care home providers and in view of this we have established an approach that recognises that the businesses will have different levels of resilience and therefore we have supported providers based on individual needs as well as recognising the factors that are critical to support them to remain resilient. The Council has already put in place a range of financial relief measures. This includes a core offer to providers, supplemented by support on a case by case basis, with the aim of providing a proportionate, targeted response.

Prior to the outbreak of the virus, the Council made an early commitment to fund new residential placements at the Council's uplifted enhanced rate. The ongoing communication with providers has enabled an understanding to develop about the financial pressures faced by providers. The core financial offer includes paying for voids that have occurred since the end of March, either due to a resident passing away, a planned respite stay not taking place, and utilising shared rooms for single occupancy; meeting the costs of additional PPE expenditure is reimbursed for evidenced additional costs incurred above usual levels. Providers are also being encouraged to supply evidence of the additional costs they have faced on an individual basis. These payments have crucially provided stability and sustainability to the market.

A process is in place to monitor void expenditure and is cross referenced with information received from the sector on client deaths. It is recognised that the on-going payment of voids at the current level is not sustainable and this will be included in the work which has commenced on commissioning priorities for the next six months.

Residential fees for 2020/21 had been increased by between 4.04% and 8.71% following an extensive market exercise involving Laing Buisson. The Council is currently working towards a timely distribution of the recently announced Infection Control Fund which will provide further assistance to care homes, and on the most effective way to use the 25% of the fund not distributed on a per bed basis. Among other items of expenditure the Infection Control Fund will further support providers with PPE costs.

The NHS Hospital Discharge Funding is being utilised to support people being discharged from hospital or would otherwise be admitted into it, for a limited time, to enable quick and safe discharge and more generally reduce pressure on acute services. More specifically, the funding is being used to cover the costs of additional short term residential, domiciliary, reablement and intermediate care capacity to reduce hospital admissions incurred jointly between CCG and Local Authority.

Local Market Pressures and Risks

In response to ensuring access to step down and step up capacity to enable isolation where the home of choice is unable to do this, we have mobilised an innovative residential care solution that provides block purchased beds in an unused ward on a hospital site. We are also in the process of soft market testing to identify suitable facilities within our provider market for challenging behaviour and dementia. We have particular challenges in the care home market relating supporting people with challenging behaviour and admitting people that are COVID-19 positive.

In addition, providers are being supported with the cohorting of residents to reduce the risk of transmission by having certain staff, for example, only look after COVID-positive residents in certain areas of a home; understanding each home's ability to cohort is being assessed.

We are experiencing a decrease in demand for care home placements which will impact of our market and the sustainability of some of the care homes. The Council has started to consider what impact COVID-19 will have on the provision of residential care in the coming months and financial pressures experienced by providers will be a key part of this work in collaboration with health and care System Leaders as develop our plans over the next 12 months+.

We are also working collaboratively with our care home providers to prepare for the future easement of lockdown restrictions and to ensure that appropriate measures are in place.

Summary and Forward Plan

As I have stated our System arrangements are strong and now well established. What we have put in place aims to ensure, through collaborative partnership working, the necessary assurances that our provider market is supported throughout this pandemic. It continues to be an uncertain period and we are unclear about the future challenges, but our infrastructure of support and the daily insights, intelligence and data enable us to anticipate the challenges timely and plan accordingly.

As a system we have a number of risks that we are managing through a strategic risk register owned by all key partners. We have also started to consider recovery and the phasing of easement around lockdown in a way that we plan to support providers to manage this well, reducing the spread of infection whilst also eventually supporting families and visitors to see their relatives and friends. We have recognised that the infrastructure of support available to our care home market may form part of our new normal, extended into the future to support general quality assurance, regulation activity, safeguarding as well as the reduction in hospital admission from care homes in the future. Our vital Home Care Providers are continuing to be actively supported and we will consider how we use the second tranche of funding and priorities to support this sector as per your guidance.

These areas bring strategic challenges across our system and there is often within any challenge, always opportunity, which in the East Riding we are eager to grasp with our System Partners. In particular we will build into these considerations the further development of our integrated approach to resource allocation, ensuring that our providers are fully engaged in future service design.

Support available for hidden carers during a pandemic

The team at the East Riding Carers Support Service is still available to support hidden carers in the East Riding despite these unprecedented times.

Caring for a loved one can be an extremely rewarding experience, however without the right support, carers may often feel isolated and lonely.

Many carers sacrifice their own needs in order to care for their loved one, with many of them losing friends, quitting their jobs, neglecting their hobbies and giving up life dreams of their own.

The council understands the concerns that carers may continue to face, especially as we live with uncertainty during these unprecedented times.

Adult social care, along with other key partners, is working hard to manage the impact of coronavirus and the council encourages people to contact the Carers Support Service if they are facing difficulties, need support or wish to talk about their caring role.

Bins, bin collections and tips
Bin collections

Bin collections will continue as normal.

General (green bin) waste

If anyone in your household is suffering from symptoms of coronavirus, any hygiene-related waste such as tissues, wipes and cleaning cloths should be double-bagged and stored at your home for 72 hours as per government guidance, before disposing of it in the green general waste bin.

Please ensure the bin lid is closed.

All other waste can be disposed of as normal.

Tips (Household Waste Recycling Sites)

Household waste recycling sites across the East Riding reopened on Monday 4 May to give residents the chance to dispose of essential waste. Strict measures are in place and we ask you to abide by new restrictions.

As the Government’s ‘stay at home where possible’ advice is in place, residents should only visit the recycling sites if it is absolutely necessary – where excess waste cannot be stored at home safely.

As all the sites are open seven days a week, residents are asked to be mindful not to visit sites unless it is necessary and be aware that there may be long queues and waiting times.

The health of residents and the workforce remains the priority of East Riding of Yorkshire Council and site managers FCC Environment – therefore everyone entering the sites must follow social distancing measures:

  • Only a limited number of vehicles will be allowed on site. When the limit is reached, a one-in-one-out system will operate
  • Traffic management will be in place and due to safety concerns queuing outside will be restricted. Residents may be asked to leave and return at a later time
  • Social distancing of 2m should be followed at all times
  • Please bear in mind that, due to health and social distancing reasons, staff on-site will not be able to help carry your waste. Therefore residents should only bring items they can comfortably carry themselves
  • If you require assistance to unload a heavy or bulky item from your car, and you are unable to store this item at home, then you can bring an additional person from your household to help unload on site. Please advise the site staff on the gate that this is required.

The Reuse Shop at the Humberfield household waste recycling site will reopen on 15 June. Donations of reuse items will restart at that time.

The sites close at 5pm and any vehicles on-site need to have unloaded all waste by that time. The last entry will be prior to this to ensure this can be done.

Blue badges

We accept that the coronavirus COVID-19 outbreak may make it more difficult for residents to apply for a Blue Badge that has recently expired or is about to expire.

East Riding of Yorkshire local authority parking teams will not issue Penalty Charge Notices using Blue Badges with an expiry date of 1 January 2020 onwards.

We will not enforce against expired Blue Badges until 30 September 2020. This date is subject to review. Please note: private car park owners may still enforce against expired Blue Badges. Please check before parking.

Calibration Test Centre

From week commencing 29 June 2020 until further notice, the Calibration Test Centre will be permanently staffed for 5 days-a-week Monday - Friday between 10am and 3pm to enable the dropping off and picking up of equipment. Weight hire is also fully available.

Community response hub

At times like this, we all need help and support to cope with the changes we need to make to our lifestyles in order to delay the spread of COVID-19 but because of these changes, some people are finding it very difficult to access the services they need most.

The council has partnered with the HEY Smile Foundation, as well as local voluntary and community groups, to create a Community Response Hub that connects people in the East Riding who don't have a support network to call upon with those that can provide the help they need.

This could range from picking up medication or shopping, to a telephone call if they are feeling isolated.

Due to coronavirus, our housing repairs service is continuing to operate, but with a reduced capacity.

Please only report essential repairs that cannot wait.

Prior to and when attending your home, to ensure your safety our council house repair team will:

  • ask you if you have COVID-19 symptoms or are shielding. Please note: we will not be able to do non-urgent repairs if you are.
  • wear the appropriate personal protective equipment, disinfect the surface we are working on and maintain social distancing.

If you do have COVID-19 symptoms then we can only conduct repairs of an urgent health and safety nature, for example, making safe a major water leak or reinstating a loss of power. In these cases staff will wear appropriate personal protective equipment including disposable overalls, gloves and a face covering.

To help us, we would ask you to:

  • where possible stay in another room

In response to customer feedback, requests for information and service requests - such as comments and complaints or requests under the Freedom of Information Act - the council strives to respond in a timely manner. However, due to the unprecedented COVID-19 pandemic, the council may take slightly longer in responding and asks for residents' patience and understanding.

Customer Service Centres

In the first phase of reopening, which starts on Monday, 6 July, it will only be possible to visit the sites to talk to a customer advisor by appointment and only for services which cannot be completed via the council's website:

Day services (council-run only)

The safety of service users, their families and staff are paramount and the council has been working hard to maintain service delivery as well as planning for future service delivery as the situation evolves. The council has been following changes in government guidance in relation to social distancing and ensuring that day service users and staff who are aged 70 or over or under 70 with an underlying health condition are supported to remain safely at home where possible.

Many people who fall into that category have made their own decision to stay at home and the planning for the forthcoming weeks is focussing on what support may be needed to promote their health and wellbeing. The majority of people are no longer supported within a day service and the council is working with the last few people remaining to provide an alternative solution.

The day service offer has been reducing over this last week in accordance with the guidance, demand for service and availability of staff. The council is also looking at how it can make best use of staff to support care delivery in the most critical cases and would like to provide reassurance that contact will continue to be maintained.

The council would like to reassure residents that if they don’t receive a service, charges will be adjusted accordingly. These measures are being put in place to help the council to safeguard its users, families and staff and thanks the residents in advance for their support and patience at this time.

Libraries, Museums and Archives

Following the government announcement, East Riding of Yorkshire Council has issued updates about the first phase of the reopening of its museums including Goole, Beverley Guildhall and the Treasure House, as well as the archives service.

To ensure the safety of customers and staff, the facilities will look very different to the service provided before lockdown. Social distancing guidelines and safety will guide the way in which museums, the Archives and the Treasure House will operate.

During the closure period, deep cleaning has been carried out and after reopening, regular cleaning will take place throughout the day at all locations.

Toilets will not be available at any of these sites in the initial phase of re-opening.

Libraries

East Riding Libraries, Mobile Libraries and Multi-Service Centres

From Monday, 6 July, in this initial phase of opening, for customer and staff safety, customers will only be able to drop off borrowed items and collect pre-ordered items. It will not be possible to browse books or just to drop in to the library.

The thousands of items that were on library shelves at the start of lockdown have all been cleaned by site staff.

A queueing system will be in operation outside the site.

Customers returning items will place them directly into a special sack and books will be quarantined for 72 hours before being cleaned and put back on the shelves by staff.

In the first phase of reopening, it will only be possible to borrow items via an order and collect service, details of which will be announced on the website by Friday, 3 July, 2020.

Overdue fines have not been applied during the lockdown period, and are suspended until further notice.

Browsing for books will be gradually reintroduced in later phases of the reopening, in line with government guidance.

Newspapers will not be available.

When the public access PCs are made available again, this will be by appointment and for essential needs only.

Library staff will try to offer the normal opening hours but this may be subject to change.

Mobile libraries

The thousands of stock items that were on the shelves at the start of lockdown have all been cleaned.

In the first phase of reopening, it will only be possible to borrow items by an order and collect service. To help comply with social distancing guidelines, customers will not be able to board the library vehicle or use the public access PC.

Once books have been ordered, staff will contact the customer and arrange a collection appointment. Customers are advised that books will only be available to collect at the allotted appointment time, and that there may be queues.

Customers returning items will be asked to place them directly into a marked box and books will be quarantined for 72 hours before being cleaned and made available for the next customer.

Overdue fines have not been applied during the lockdown period and are suspended until further notice.

The mobile library service will reopen initially with two weekly deliveries at the busiest stops and during normal hours. Customers will be contacted by text, email or telephone to discuss the new opening hours and the order and collect service.

Museums

Beverley Guildhall, East Riding Museum and the Treasure House, and Goole Museum will re-open, based on their normal opening hours and days from Monday, 6 July.

In the first phase of reopening, it will only be possible to visit the sites by following a prescribed route, which has been designed to ensure appropriate social distancing. The number of people in the building at any one time will be limited.

Leaflet display units, children’s toys, interactives and seating have been removed, in order to maximise space for social distancing.

The museums team will try to work to normal opening hours, but this may be subject to change.

The Treasure House in Beverley will reopen on Monday, 6 July.

A queuing system will operate in order to gain access to the Treasure House. There will be two queues; one for Library users which will run down the side of the building up to the car park, and one for other services in the building, running in front of the building.

Entry to the Treasure House will by the main entry doors, where visitors will be directed by a staff member.

The Tourist Information Centre will be open during its normal opening times with a member of staff available to answer any tourism-related queries. There will be no self-service leaflet/brochure stands or merchandise available to purchase.

In order for these museums and the Treasure House to reopen safely, visitors are asked to follow these guidelines:

  • Please adhere to social distancing at all times and follow guidelines as displayed on posters
  • Please do not linger too long to look at any one object or painting +Do not stand too close to our front of house staff
  • Our museums will operate on a cashless basis wherever possible
  • During the first phase, please do not bring in objects or photographs for deposit or for identification.

Skidby Mill will reopen at a later date, because of the ongoing improvement works at the site.

Archives

East Riding Archives Service, based at the Treasure House in Beverley, will reopen on Monday, 6 July.

In the first phase of reopening, it will only be possible to consult documents by appointment. Customers who would like to deposit or donate records will also need to contact the team to make an appointment before bringing in the records.

Staff will be answering research enquiries by email or telephone to enable more enquiries to be dealt with in the safest way possible and minimising face-to-face contact by reducing the need for customers to visit a site.

Enquiry desks will be restricted to ensure adequate distancing between customers. Cleaning materials will be provided at the enquiry desks which are in use.

The archives team will try to work to normal opening hours, but this may be subject to change. In order for the Archives to reopen safely, customers are asked to follow these guidelines:

MOT/taxi compliance tests
MOT tests

Your MOT certificate will be extended by 6 months if it expires on or after Monday 30 March 2020 and up to and including Friday 31 July 2020.

Your MOT certificate will not be extended if your vehicle’s MOT expires on or after Saturday 1 August 2020.

You must book an MOT as usual.

Your taxi compliance certificate will be extended by 6 months if it expires on or after Monday 30 March 2020 and up to and including Friday 31 July 2020.

It will not be extended if your vehicle’s taxi compliance certificate expires on or after Saturday 1 August 2020.

Parking charges to return from 1 June – but will stay free for NHS and care workers

Parking charges are to return to all council car parks and parking bays in the East Riding from Monday 1 June, in line with some lockdown restrictions being lifted.

However, NHS and critical care staff, as well as NHS COVID-19 volunteers, will still benefit from free parking while they are on duty as long as they display their COVID-19 parking permit. This is a nationally recognised scheme.

Permits can only be issued by your own employer.

Alongside the charges, parking enforcement will continue in all areas.

Those with parking permits, who stopped monthly payments when the fees were waived in March, will receive individual correspondence explaining what they need to do.

The planning service remains open but is asking applicants and residents to correspond through online forms, Public Access or email:

Site notices advertising new planning applications are still being displayed. Residents can continue to view and comment on planning applications through Public Access. Residents can also use Public Access to set up an area of search (e.g. for a specific street, town or village) to receive an automatic email notification of any new planning applications in the specified area.

Building control

Due to the current COVID-19 restrictions, there will continue to be a little disruption to the day-to-day service provision. Public safety remains the priority and the building control team is working remotely with full access to phones, email and documents to provide a building control service.

Building regulations applications are still being checked in the usual way and the team continues to offer a reduced site inspection service, so that social distancing rules can be safely observed.

Advice for residents about using public transport

Buses, coaches and trains

If you need to travel, please follow the latest Government guidelines. Consider all other forms of transport, including cycling or walking, before using public transport.

But if you do need to use public transport, please follow these steps:

  • If you can, wear a face covering when using public transport
  • Wait for passengers to get off first before you board
  • Ensure you maintain social distancing, where possible
  • Wait for the next service if you cannot safely keep your distance on board a train, bus or coach
  • Respect other people’s space while travelling
  • Avoid consuming food and drink on public transport.
  • Be aware of pregnant, older and disabled people who may require a seat or extra space, some individuals may have hidden disabilities.

Registration services

Due to the ongoing COVID-19 pandemic, the East Riding Registration and Celebratory Service is operating on a reduced staffing level.

The service appreciates the difficult situation faced by the public, couples and venues, locally and nationally during these uncertain times and are doing their best to be as flexible as possible in all circumstances.

The service will be returning enquiries in order of the date received but we acknowledge our reduced staffing level could delay this process.

Births

Following the lifting of some restrictions regarding social distancing, the General Register Office has advised that birth registration and declaration appointments can now be taken, providing that current social distancing regulations are observed.

East Riding Registration Services will start to make appointments from Monday, 6 July and anyone who wishes to book an appointment should call (01482) 393600.

Marriage/civil partnerships

Following the Government’s guidelines for civil marriages and civil partnerships, East Riding Registration Services will start holding ceremonies on their premises from Saturday, 11 July 2020.

These ceremonies will take place under strict social distancing for the safety of everyone present.

Due to the Government guidelines, it is disappointing that this is not an immediate return to normal service but registration staff need time to liaise with couples, make arrangements with them as well as inform them of the social distancing arrangements.

Officers will initially be contacting couples who have bookings during July, August and September.

Once those couples have been contacted, staff will move on to ceremonies booked in the following months.

Couples will have the opportunity to stay with their original date or a new date may be rearranged.

Officers will be working through bookings on a month-by-month programme so would ask that couples wait until they receive an email asking them to contact us.

It is really important that couples check the email address they have supplied to us in regards to their bookings and check their spam cache regularly.

From Monday, 6 July 2020, couples will be able to contact the office on (01482) 393600 to make appointments to give notice for marriage and civil partnerships.

East Riding Registration Services are still waiting to hear from approved venues about when they will be ready to start holding ceremonies again.

In the coming months, officers will have around 1,000 bookings to deal with and are asking for patience and understanding from all couples.

Deaths/still-births

To protect the health and safety of the public and staff nationally, emergency legislation has been approved by the government to allow telephone death registrations. The hospital or surgery who has dealt with the death of your loved one, will email the necessary documentation to our office and make you aware that they have done so. You can then contact the county registration service on (01482) 393600, our office hours are Mon-Thurs 9am - 4.30pm, Fri 9am - 4pm to make a telephone appointment.

Citizen ceremonies

The General Register Office is currently awaiting further guidance from UK Visas and Immigration and will update in due course until such time all ceremonies are postponed.

Residential care homes (council-run)

The council has been following the guidance issued by the government in relation to the COVID-19 virus pandemic and has taken measures to help protect residents and staff from infection.

As the national risk has increased the council has made the very difficult decision to restrict all visitors from accessing the care home, leaving only the most essential visitors with access in severe situations in order to protect the health of residents.

We are therefore confirming the decision that loved ones do not visit the care home. Please stay at home as advised by the government and keep safe. The safety of the residents is extremely important and by staying at home you are helping the council to keep them as safe as possible.

Visitor restriction also includes chiropodists, hairdressers etc.

The council is sad to have to put such restrictions in place, however with the stringent infection control measures, and your support, it will reduce the risks to residents significantly.

The council understands that this is a worrying time for families and as such how important it is to maintain contact and it will endeavour to find ways of assisting residents to maintain contact and have sourced iPads so that video calls - using Facetime or Skype - can be supported as well as telephone contacts and letter writing.

As always, if there are any concerns about the health of any resident then the council will contact you. There will be procedures in place for visiting a loved one in the case of critical situations, such as end-of-life, and these will be arranged by the care home manager with very specific isolation rules in place.

If there are any changes to these arrangements the council will let you know.

COVID-19 is a new illness that can affect your lungs and airways. It is caused by a virus called coronavirus.

Everyone must stay at home to help stop the spread of coronavirus and this includes people of all ages – even if you do not have any symptoms or other health conditions.

This will dramatically help to protect the elderly and vulnerable people of the East Riding.

On Wednesday 20 May, East Riding of Yorkshire Council advised schools to consider beginning to increase the number of children in specified year groups who can attend school from Monday 8 June.

Since then, schools have been working in collaboration with the council and trade unions to make careful preparations for such a return.

This week, the Government has confirmed that the five tests necessary for schools to begin receiving more children have been met.

In these circumstances, East Riding schools are continuing with their preparations for the phased return of more children from Monday 8 June.

In the meantime, the council is continuing to review, on a daily basis, the local and regional picture and will confirm its advice to schools by Wednesday 3 June, so that the arrangements for those children in the first phase of return can be confirmed.

Home to school transport

A small proportion of East Riding children and young people rely on home-to-school and college transport, provided by the council, to get to their school or college.

East Riding schools, academies and Post-16 providers are working hard to ensure that all pupils and staff are as safe as possible once on-site. The council is also committed to ensuring that children and young people stay as safe as possible on the journey to and from their place of learning, this to will minimise the risk of coronavirus transferring across schools, settings and households and contribute to keeping the ‘R’ rate as low as possible.

It may not always be possible to adhere to the 2-metre social distancing rule on transport and the Government has now advised that face coverings should be worn whilst travelling.

Face coverings

You should wear a face covering while travelling.

A face covering should cover your mouth and nose while allowing you to breathe comfortably. It is important to use face coverings properly and wash your hands before putting them on and after taking it off.

Some people may not be able to wear a face covering, for example, young children, people with breathing difficulties and people whose disabilities makes it difficult for them to wear a face covering.
You should be prepared to remove your face covering if asked to do so by police officers and police staff for the purposes of identification.

A face covering is not the same as the surgical masks or respirators used by healthcare and other workers as part of personal protective equipment (PPE). These should continue to be reserved for those who need them to protect against risks in their workplace, such as health and care workers and those in industrial settings, like those exposed to dust hazards.

The evidence suggests that wearing a face covering does not protect you, but it may protect others if you are infected but have not yet developed symptoms.

Since the outbreak of coronavirus, East Riding of Yorkshire Council has been continually assessing the risk of using home-to-school transport in order to keep children and young people as safe as possible during this very difficult time. Until further notice, where possible, there will be no more than 50% occupancy on transport provided by the council for children and young people eligible to access home-to-transport services. Where parents feel that for whatever reason the transport provided by the council is not suitable for their child or young person the council appreciates that parents have the choice to fulfil this duty themselves. Unfortunately, the council is not in a position to consider or offer alternatives.

Parents and carers should be aware of the following principles:

  • Pupils should not travel if they are presenting with symptoms, they must isolate for seven days
  • Pupils should not travel if a member of their household is presenting with symptoms, they must isolate for 14 days
  • Pupils who are clinically extremely vulnerable should not be attending school and therefore should not be travelling
  • Parents should, where possible, bring their children to school themselves. They could consider walking, cycling (where safe to do so) or driving
  • Parents should talk to their children about personal space and try to ensure their child understands there should be no physical contact with others in the transport
  • Children and young people 11 years of age and over travelling to school on a bus or coach (not a minibus) must wear a face covering, unless they have breathing difficulties or a disability that makes it difficult for them to do - this is no longer a personal preference. If there are other circumstances that parents feel should be taken into account please contact transportation services (details provided below). Parents may also find the below link useful:

  • No child or young person will be left at the roadside, however where a child or young person does not wear a face covering on buses or coaches, this will be followed up and support and advice offered
  • Council staff and drivers on transport and school staff will not be responsible for the safe use of face coverings
  • Parents should make sure their child knows how to put on and take off their face covering safely
  • Parents should ensure their children know to listen to the driver and any passenger assistants in relation to boarding, seating and alighting vehicles
  • Children should not ordinarily eat or drink on transport, this is particularly important at this time (to reduce hand-to-face contact)
  • Parents should talk to their children about safe queuing at bus stops etc. (where this is applicable)
  • Parents should ensure children wash their hands and face before leaving the house to use the transport
  • Parents are advised that contractors who provide transport will be using smiley faces and crosses on their vehicles to illustrate where children and young people should and should not sit (this is to ensure risks are minimised whilst on transport)
  • Schools will encourage children and young people to wash their hands, remove their face covering and place it into their bag on arrival at school, they will also remind children to wash their hands and put their masks on before accessing transport at the end of the school day
  • Parents should ensure their children are adequately dressed for the journey as vehicles may be more ventilated than usual (windows open to ensure air circulation)
  • Parents and children are encouraged to use the Buswise system to report any issues on transport: East Riding of Yorkshire Council (external council website)
  • Schools will be understanding if pupils arrive late to school due to you bringing them to school. This could be due to you dropping off other children at other educational establishments. Where this is the case the pupil will be marked as ‘late’ in the attendance register and not ‘late after the register has closed’. This will not prejudice the pupil or school in relation to attendance recording.

All schools have been ordered to effectively close with only a small number of staff staying on to provide education for children of key workers and vulnerable children.

IPSEA - Update on COVID-19 school closures and SEN provision (external website)

A vulnerable child is one who has a social worker and/or an Education Health and Care plan (EHCP). It is important to remember that many children with special educational needs (SEN) will receive support in school but do not have an EHCP and therefore this child may be expected to stay at home, unless they meet the above criteria. The government have requested that if only one parent is a key worker that the other parent stays with the child at home.

Single parents who are key workers will be entitled to a school place. However, this will need to be looked at on a school-by-school basis, as due to staffing levels some schools may not be able to stay open. Some local schools may pool resources at this time. In some cases your child might attend a Pupil Referral Unit or Alternative Provision. This setting may remain open to provide support for children in the ‘vulnerable’ category and/or children of key workers.

We suggest that you speak to your school or the local authority if your school has already closed and you are unsure about your child’s provision. If you feel that your child needs to continue receiving some form of educational input, we suggest that you highlight that the loss of an educational setting could be a risk to health, wellbeing or safety of the child if they do not receive a particular provision or intervention.

If you feel that there is too high a risk to send your child to school because they or someone in the family are at high risk then you are not required to send your child in.

Length of Closure

There is no clarity as to the length of time schools will be closed for, though it is estimated to be months rather than weeks. This is dependent on the pandemic progress.

Educational Health and Care Plans (EHCP)

All children with EHCPs are entitled to go to school.

This would suggest that special schools would remain open where possible, however there may be issues with staff absence so this may not always be the case.

Currently, the local authority still has the legal duty to deliver provision, which is likely to be the reason for why children with EHCP are able to continue attending school. However, this may be difficult due to a shortage of staff and so the delivery of precise provision within the EHCP may be difficulty to put in place, particularly over the coming weeks.

Please note: the duty on the local authority could change from an absolute duty to reasonable endeavours if the Coronavirus Bill passed next week. Again, if you feel that there will be a risk to the health, wellbeing or safety of the child, please raise this with your school or local authority.

It is important to note that currently the local authority has not been relieved of the duty to carry out Education Health Care Needs Assessments, though they may not be able to meet deadlines due to staff absence.

Annual reviews are still going ahead, though please grant local authorities and schools some flexibility on the deadlines due to wider pressures. If you feel there is an urgent need to amend provision or placement in regards to a child’s EHCP through the annual review please speak to the school or local authority to look at the best way to move forward.

Transport

There may be strains on the transport links to school at this time, though this is hoped to continue for the children who require transport to school. If transport has stopped due to staffing issues then please speak to your school and Local Authority regarding temporary solutions.

SEND Tribunals

SEND Tribunals are highly likely to continue during this time, due to children and young people with EHC plans continuing within an educational setting. Tribunals are running hearings by phone or video links, and so you may wish to ask for a virtual hearing or a paper hearing if more appropriate. There should be no need to adjourn hearings. We do recommend that if you feel unwell you email the Tribunal in the first instance.

We appreciate that this is a difficult situation and there is great uncertainty ahead. We will try our best to keep people up to date and clear on the situation regarding your child’s education in relation to their Special Educational Needs and Disabilities. Under local authority guidance, we are currently working away from the office though are able to remain in contact with parents via phone calls and email.

Tourist information centres

Beverley Tourist Information Centre will be open during its normal opening times from Monday, 6 July with a member of staff available to answer any tourism-related queries. There will be no self-service leaflet/brochure stands or merchandise available to purchase.

Bridlington Tourist Information Centre remains closed for the time being.

Trading standards

From Tuesday 24 March 2020 If you have a Trading Standards complaint you should call the Citizens Advice consumer service on 0808223113 who will provide you with basic advice. Trading Standards will continue to monitor complaints but will only respond to emergencies.

A weights and measures verification service will be provided by Trading Standards but only to sectors in the vital supply chain and medical/fuel industries.

Welfare support service

The safety of the customers/tenants, families and staff are paramount and the council has been working hard to maintain service delivery as well as planning for future service delivery as the situation evolves.

The council has been following changes in government guidance in relation to social distancing and ensuring that customers/tenants and staff who are aged 70 or over or under 70 with an underlying health condition are supported to remain safely at home where possible.

The Welfare Support Service offer has been reducing over this last week in accordance with the guidance, demand for service and availability of staff.

The council is also looking at how it can make best use of staff to support customers and deliver a service to all tenants. It would also like to provide reassurance that contact will continue to be maintained and this may be on a reduced level of visits, but where this is the case, contact will be provided on other days via a telephone call.

These measures are being put in place to help the council to safeguard customers, families and staff and thanks the residents in advance for their support and patience at this time.

Bridlington Kite Festival and Race The Waves
Race The Waves 2020

Postponed In view of the COVID-19 pandemic, the council, in consultation with Backfire Promotions, have taken the decision to postpone Race The Waves 2020. The event was due to take place on Saturday, 9 and Sunday, 10 May in Bridlington.

The decision has been made to ensure the council can focus staff and resources on service delivery and to respond to the COVID-19 pandemic as circumstances change.

Bridlington Kite Festival 2020

Cancelled. In view of the COVID-19 pandemic, the council, has taken the decision to cancel the Bridlington Kite Festival 2020. The event was due to take place on Saturday, 16 and Sunday, 17 May in Bridlington.

The decision has been made to ensure the council can focus staff and resources on service delivery and to respond to the COVID-19 pandemic as circumstances change.

Bridlington Spa, ArtWaves and The Business Day 2020

The Government advice issued this week does not give dates when theatres and venues like Bridlington Spa are able to reopen and is conditional on further progress being made.

All shows that were due to take place in June have been cancelled or rescheduled and our Box Office team is working hard from home to contact customers who are affected by this change. Our position will be reviewed on Wednesday 1 July, or sooner if government advice changes, and we will continue to keep in contact with up to date information.

The Business Day 2020

As part of the fight against the spread of COVID-19 (Coronavirus), and following governmental advice in relation to social distancing and mass gatherings, For Entrepreneurs Only and Bridlington Spa have made the joint decision to cancel the Business Day for 2020.

The event was scheduled to take place at Bridlington Spa on Friday 5 June, but the developing pandemic with regards to COVID-19 has caused the event to be unable to take place. As one of the largest business events in the region the safety of everyone involved from staff to exhibitors and delegates to speakers must be the number one priority.

Stephen Parnaby OBE, Event Director said, “The decision to cancel hasn’t been taken lightly. We all know that the health and well-being of everyone at this time is of the utmost concern. We are now looking ahead and making plans for The Business Day in June 2021.”

Mark Lonsdale, General Manager, Bridlington Spa said, “A key factor in the decision-making process was the consideration of the additional burden that such a large-scale event places on all those involved at a time when their priorities are rightly elsewhere.”

Campsites or caravan parks

Urgent government advice issued earlier this week stated that ‘essential travel does not include visits to campsites or caravan parks for isolation purposes or holidays’.

The government is encouraging people to stay at home and remain in their primary residence, to avoid putting additional pressure on communities and services which are already at risk.

Holiday accommodation, including hotels, hostels, bed and breakfasts, campsites and caravan parks, must close.

Some premises or caravan parks premises have allowed persons already at the location to remain. Following Government regulations issued yesterday, they can only be kept open to provide accommodation for anyone who is already on the premises or park site and is unable to return to their main residence, anyone who uses that accommodation as their main residence, or who needs accommodation while moving house or attending a funeral.

The caravan parks are closed and mobile homeowners and their relatives must not travel to the parks as you will be refused entry and sent home, because this is not essential travel.

Active Coast

Active Coast is taking the difficult decision to cancel all future events and sessions for the foreseeable future in the interest of public safety, following the Department of Health and Social Care and Public Health England’s guidance to advise against non-essential contact with others.

We will notify residents of any further changes to our events schedule and will keep people updated as to when Active Coast events will return and apologise for any inconvenience this decision has caused.

Coast and nature reserves

Guidance to visitors to the coast and nature reserves this weekend If you are planning to visit the East Riding coast this weekend or our Local Nature Reserves please stay alert, observe social distancing at all times and be respectful of our local communities. Our residents need space as well, and local shops are intended for essential purchases by local people. A trip to the coast this weekend and next week will not offer the usual facilities.

Foreshore and beaches

The foreshore and beaches are open and we would like to take this opportunity to remind our users to maintain social distancing and ensure that dogs are kept under control at all times. The dog exclusion zones will be enforced from 4 July so please familiarise yourself with these before bringing your dog to the beach. We also ask dog owners to clean up after their pets and to dispose of the waste in the bins provided. All this will continue to be monitored by our team, and government instructions will be reinforced where necessary.

Chalets

The Coastal Services (formerly Foreshores) office in Bridlington reopens on 4 July and we are looking forward to welcoming visitors back to the chalets. However, the chalets are fully booked for this summer so the Coastal Services team is not taking any new bookings. Customers with bookings will be contacted in strict chronological order when the receptionist will either take payment for the chalet or offer a refund if either the council or the customer have to cancel the booking. Outstanding refunds will be given as soon as possible. Please be aware that new terms and conditions have been introduced and it is important that customers read these before using the chalets. The Coastal Services team will monitor compliance with the new terms and conditions of hire for the chalets and public behaviour around the chalets before taking any bookings for winter lets or for 2021. We are hoping to announce a date for these bookings in mid to late July.

Land train

Land trains will be running from Saturday, 4 July, but there is a reduced service on the Bridlington North service with the trains running between Limekiln Lane and Sewerby Hall and Gardens only, with no stop at Bondville Model Village.

Face coverings must be worn at all times when on the land trains.

There are social distancing measures in place, which means a reduction in capacity on the trains.

Customers are requested to make card payments only to reduce the need for cash handling.

Customers must fold prams, buggies, and wheelchairs before boarding the train. Regretfully, we will not be able to use the wheelchair lift in the rear carriage of the trains this season.

There will be a queueing system adjacent to the platform to remove the interaction between passengers getting onto and off the trains.

Paddling pools

The paddling pool in Hornsea is closed.

East Yorkshire Mixed Golf Week 2020

In view of the COVID-19 pandemic, the East Yorkshire Mixed Golf Week has been cancelled for 2020. The event was due to take place from Monday, 18 May to Friday, 22 May at Hessle Golf Course, Brough Golf Course, Hull Golf Course (Kirk Ella) and Cottingham Parks Golf and Leisure.

The 2021 event will take place from Monday, 17 May to Friday, 21 May 2021. We thank you for understanding.

Markets (council-run)

Council-run markets in the East Riding are due to reopen in June following the latest Government guidance.

East Riding of Yorkshire Council is currently working with traders to arrange a return for the markets it runs in Beverley and Pocklington, as well as the trader-run markets in Bridlington and Cottingham.

Markets are now due to reopen as follows:

  • Pocklington Market will reopen on Tuesday 2 June.
  • Beverley Wednesday Market on Wednesday 3 June.
  • Bridlington Market on Wednesday 3 June.
  • Beverley Saturday Market on Saturday 6 June.
  • Bridlington Saturday Market on Saturday 6 June.
  • Cottingham Market on Thursday 11 June.

Both shoppers and traders will need to follow Government guidelines to maintain public safety.

There will be fewer stalls in each market and these will be rearranged to follow social distancing rules. Signs will be installed to remind shoppers of the 2-metre rule.

Traders will also be provided with the latest Government guidance.

Parks, play areas, open spaces and countryside access

Our Public Rights of Way and Local Nature Reserves remain open to use for daily exercise purposes. However, none of the countryside events are currently taking place and this will be reviewed on 1 July, 2020 or sooner if government advice changes, and we will continue to liaise with you directly with up to date information.

Cycling is also great for fun and fitness, but please do not cycle on public footpaths. Please utilise quieter roads, cycleways and cycle routes, and public bridleways. Cycling on public footpaths causes safety issues for the increased number of people out walking, spoils their enjoyment and is not permitted by the owners of the land.

Our four strategic disused railway lines offer quieter places to cycle, away from cars, and all have informal or larger car parks.

The East Riding has some great walks. Choose a short walk or something more challenging, but remember to keep 2 metres away from other people. You can also plan a walk from home using our Public Rights of Way map to see where there are countryside paths near you.

At all times follow the Countryside Code, which has information for dog walkers and etiquette around gates. Please respect other users and the owners of the land and take your litter home.

Countryside Access events

All events to be cancelled. Refunds will be given to anyone booked on events from now until the end of May.

Parks and open spaces

Parks and open spaces are open to the public, but people should abide by the latest social distancing restrictions.

Play areas

All council play areas in the East Riding are due to reopen on Saturday 4 July, following the latest Government advice.

People are being urged to take notice of signs at all of the sites reminding families of the current COVID-19 restrictions in place to help keep everyone safe.

These include the following guidelines:

  • Judge the risk of COVID-19 to you and your family before entering the play area.
  • If you or anyone in your family are showing symptoms of COVID-19 do not enter the play area.
  • Wash or sanitise your hands before and after using the play area and try not to touch your face while playing.
  • Remember to socially distance from people outside of your bubble.
  • Refrain from eating and drinking in the play area.

Sewerby Hall and Gardens

Sewerby Hall and Gardens will continue with their phased reopening. The next phase will begin on Saturday, 4 July, 2020, and will include the house and the play area.

The café will remain a takeaway service only, however, on 4 July, benches will be placed on the patio area of the Clock Tower Café and also the grassed area in front, for use by customers.

The venue will also be taking bookings for the holiday cottages from 4 July.

This second phase follows the earlier reopening of the zoo, the gardens (including the walled garden), the Ice Cream Parlour, the Welcome Centre, and the toilets.

For the time being, the putting green, golf course, giant games, and Worklink will remain closed, as will Flamborough Lighthouse.

Wildlife Photographer of the Year

We are sorry to announce that the Wildlife Photographer of the Year exhibition will not take place. We are in discussions with the Natural History Museum, in the hope that we can reschedule it.

South Cliff Holiday Park

South Cliff Holiday Park will be reopening its gates to its Holiday Homeowners and holidaymakers for all forms of accommodation from 9am on Saturday, 4 July. This will include the opening of amenity blocks, although the park is encouraging the use of personal facilities (ie in touring caravans) where available, to reduce the number of users within the amenity areas. The play area, pump track and woodland walk will also be open.

Further announcements as to what measures will be in place will be announced through social media and via letters to holiday homeowners and booked-in holidaymakers.

Youth dance

Following government guidance regarding Covid-19 (coronavirus), East Riding Youth Dance has been cancelled for the remainder of this term. We hope to return in the autumn and will keep you updated with any developments.

We are currently liaising with Hull New Theatre in relation to the planned fresh trip and will be in touch regarding those booked to attend this.
